Every public IP address is allocated to a specific organization, whether that’s an ISP, a business, a university, or a government agency. IP ownership refers to which organization has been granted control over a particular address or IP range.

Tools like WHOIS and ASN lookups can surface ownership information, showing the name of the organization, their registered contact details, and which block of addresses they control. This is public information maintained through regional registries.

An important distinction: the person or entity who owns an IP address isn’t always the person who is using it. An ISP might own a large block of addresses and assign them to thousands of customers. That’s why identifying the owner tells you which organization controls that range, not which individual is behind a specific connection at any given moment.
