The Russian Dial-up User List is a database for spammers that use dial-up IP addresses. Addresses are provided by ISPs. The purpose of this blacklist is to be able to recognize e-mail sent directly from dial-up users that may bypass regular ISP mail server blacklists. The list is only populated with addresses provided by ISP administrators only after correspondence between the maintainers and the contact addresses of the ISP’s to prevent unauthorized blacklisting. Removal of addresses follows the same procedures.
The dul.ru zone is open and can be used by anyone.
Mail server administrators should never implement blacklists unless they are 100% sure of what they are doing. Misconfiguration can result in all incoming mail being blocked.
