What this DNSbl says about itself

dnsbl.cyberlogic.net is a DNSBL used by a French language company based in Quebec called Cyberlogic. Not only does this Blacklist use traditional means of publishing sites on it based on customer complaints and the companies one terms of use agreement, but it also uses a technique called greylisting, which only temporarily blocks site for periods of time as little as a few hundred seconds. If the mail is from a legitimate site, the server will try to send the message again and the email will be accepted. If the mail is from a spammer, it will rarely be resent, thus blocking the spam and eliminating the need for the sometimes long-handed delisting process.

Mail server administrators should never implement blacklists unless they are 100% sure of what they are doing. Misconfiguration can result in all incoming mail being blocked.
