The Kempt.net DNSBL works in the same manner as other lists on the Internet with a few key differences. It does not add well-known and established spam sources and instead tries to list new sources and hosts as quickly as possible by looking at the way they are sent and the addresses they were sent to. The list defines spam as any unsolicited commercial email or any mail that has forged headers. Any email that meets either of those two criteria will be listed. The addresses that are listed are removed after only a day, but if the server continues to receive spam from that site, it will be listed for longer and longer periods of time. Because of this constant removal, the blacklist will have a comparatively small number of IP’s on the list at one time. It’s important to note that the this DNSBL has no blocking features of it own and is only used to help make decisions on what mail from which servers should rejected.
